Main Job Function:
• To review and approve the specification, design and supply (by contractors) of static mechanical equipment (vessels and piping) in onshore/offshore production facilities, ensuring that it meets project objectives, industry standards and best practice for safety, reliability and cost.
• Guarantee the integrity of the facilities ensuring that they are suitably maintained for operation consistent with the prime requirement of safety, compliance with Eni and Government regulations and economical operation, maximizing the production of hydrocarbons and minimizing the costs in a way consistent with delivering the maximum value to the Company.
• Implement and Monitor all chemical treatment programs for Company Oil and Gas production
• Development and implementation of the inspection/integrity programs
• Design, implement and monitor all corrosion control devices, analyze and solve corrosion control problems for Company pipelines and production facilities
• Overseeing specialist inspection and NDT contract staff
• To maintain an established inspection strategy and plan
• To co-ordinate work assignments with staff and contractors
• To maintain a computerized inspection database
• To evaluate new process/technology applicable to NAOC Operation facilities and recommend implementation based on techno economic benefits
• To assist his superior in ensuring the appraisal, training and professional development of his personnel in accordance with Company policies and procedures

Key Responsibility Areas:
• Overall technical integrity of static equipment design
• Preparing vessel and piping concept definition and basic design
• Evaluating contractor proposals
• Preparing vessel and piping project execution plan
• Execution monitoring
• Design and monitoring of chemical injection programs
• Overseeing specialist in corrosion control and monitoring (internal corrosion and cathodic protection)
• Carries out inspection of equipment in accordance with the requirements of Eni recommended practices
• Classifies equipment and allocates appropriate inspection grades to that equipment.
• Prioritizes work through a defined process of criticality and equipment redundancy.
• Develops a comprehensive Inspection Strategy in order to optimize system integrity.
• Reviews results of static equipment inspections, and make specific recommendations related to any necessary remediation projects or replacements.
• Co-ordinates inspection needs with operational functions to meet downtime requirements.
• Conducts runtime studies to maximize facility/equipment operability, while minimizing unscheduled “down-time”
• Advises management on limiting conditions of service to which items of equipment may be subjected
• Verifies that repairs, modification or renewals to equipment are carried out to the specified design
• Liaise with field in order to manage, monitor, evaluate, optimize and troubleshoot production operations
• Design, constructability reviews and contractors engineering, construction and pre-commissioning plan review
• Identifying and adopting correct HSE standards according to company procedures, local norms and legislation
• Managing contractors (including construction work troubleshooting) and suppliers
• Managing engineering team and site supervisors
• Supporting Development Project Manager in facilities handover to production preparation
• Keep abreast of technology in the industry general and particularly in his area of competency
• The successful candidate need to comply with requirements of Safety, Health and Environmental laws of the Country and to obey the corporate policy of the Company on Safety, Health and Environment, and to practice Company's Safety System. Provide safe and healthy conditions of work.
Candidate Specifications:
• Relevant degree
• Extensive Oil & Gas Industry experience
• Several years of production facility design experience
• Relevant experience in mechanical engineering experience and in particular is requested experience in the engineering and supervision of actual LNG liquefaction / regasification terminals (either onshore or offshore)
• Extensive experience in chemical/mechanical engineering or production/process operations in hydrocarbon industry
• Experienced in managing comprehensive inspection programs for crude oil and gas gathering systems and associated production facilities
• Intimately familiar with multiple inspection techniques, including radiography, ultrasonics, magnetic particle, dye penetrant, and automated inspection equipment. Non destructive Level II certification will be an advantage

• Contracting: Def. of Contract Strategy, Variations and Claim Resolution, Contract Negotiate. & Mgmt, Contractor's Document. Review & Approval
• Techn.Specific. & Bidding: Prep. of ITT Documentation, Prep. of Functional Specification, Technical & Contract. Specific. Prep. (Engineering), Bidding, Specific suppliers and contractors market knowledge, Preparation and development of technical Standard, Tender technical evaluation
• Compliance: Mining Legislation, Local/National and International Standard and Codes, Health, Safety, Environment, Quality, Tender procedure
• Production System Design : Oil & Gas Processes & Facilities, Life cycle design, Production system engineering
• Process Engineering: Oil and Gas process treatment, Upstream process
• Staff management and development

Have had courses in the following areas is considered an advantage:
• Management skills advanced course
• Project management basic course
• Oil & Gas surface production facilities course
• Fitness for service methodology and Risk Based Inspection technique
